BC newspaper mogul says refinery would solve controversy of pipeline

A BC newspaper tycoon says he has a solution for ending some of the controversy surrounding Enbridge's proposed Northern Gateway Pipeline. David Black is proposing to build a $13 billion dollar oil refinery near Kitimat, BC. Black says sending gasoline, kerosene and diesel to Asia is far better for the environment than shipping crude. He also says the refinery could create 6-thousand construction jobs and 3-thousand jobs once complete. Black has pitched the idea to BC Premier Christy Clark, but so far, the province hasn't responded.
