The National Energy Board is recommending approval for Enbridge’s Line 3 pipeline replacement – but with 89 conditions.
The $7.5 billion project involves rebuilding a 1,600 kilometre pipeline that’s nearly a half-century old.
It would carry the equivalent of 760,000 barrels a day from Hardisty, Alberta to a terminal in Wisconsin.
Right now, the line only carries about half that amount.
The plan still must be subjected to a U.S. permitting process before construction can begin.
